How to use Shopify's “Automatic Discounts” feature?

It doesn’t apply until the checkout page - which makes using it with cross-sells or up-sells worthless - and I’m tired of answering calls from customers wanting to know why the promised discount isn’t showing up in their cart. Asking them to press “Checkout” without their promised discount is a big leap of faith on their part.
