How can I create a whole cart automatic discount for new clients?

I am shitting towards paying more attention to my new customers. I realized that I had been underestimating the importance of doing this. So I am focusing on creating a new customer segment where I create and send out discounts that are tailored for them only. The challenge now is to execute this idea. Any advice?
