Getting Shopify discounted shipping rates for phone orders

I would like to get the discounted shipping rates from my Shopify store when handling phone orders. Can I create a shipping label on my Shopify store without having an order to associate it to?

You can't create a shipping label without having an order to associate it to. Just create a draft order and send the link to the client. You can create draft orders for your clients and send them invoices from the Shopify admin/app. A draft order is converted to an order when you accept payment for it. You'll enjoy the discounted shipping rates and all other benefits of processing the order through the Shopify store.
