How do I find out if I meet the criteria and what can I do to improve my chances?

The Google Merchant Centre guidelines are as followed:
Only promote products available for direct purchase
Use a supported language 
Have a clear return and refund policy
Collect user information responsibly and securely
Follow relevant policies
Verify and claim your website URL
Abide website requirements
Make sure that your data meets product data specification
 Sign in to your account regularly
