Where can I get the best shipping rates within the US?

I have questions about shipping costs. Within the US where can I get the best rates? USPS is saying $9-$26 for an envelope mailer. And for shipping from US to Canada on USPS I am getting $30, yikes, does anyone here have a US based shopify store and ship to Canada? what has your experience been like?
