Do you know of any deep-dive resources about creating an analytical measurement plan for setting goals and documenting the tracking implementation?

I want to make a measurement plan on how to set goals and document the tracking implementation.

It's great to know the technical stuff like implementing GTM and GA analysis, but keeping track of all the settings in place is rarely discussed.

Are there any more resources on the strategy/documentation side of marketing?

For any analytical measurement plan, the most important things to be noted in a deep-dive analysis are - elaborate analysis of the market/clientele/products and constraints that are part of the process. All of them are the key factors to plan out what is to be done to set the goals of a business.
